on July 7th, Propaganda Department of the CPC Central Committee, Work Committee for Offices Directly under the CCCPC, State Organs Work Committee, ministry of education, General Political Department of PLA, Beijing Municipal Committee of the CPC jointly organized a situation conference in Beijing, Ma Kai, the director of National Development and Reform Commission and chief of national energy leading group office, was invited to give a lecture on the current energy situation in China and the "11th Five-year" energy development .

    Ma Kai made an overall retrospect on China's energy development situation since the Founding of People's Republic of China, especially after the reform and opening to the world.  Ma Kai said, although the energy development of our nation had made great achievement, conflicts and problems resulting from many years’ accumulation became more obvious with rapid social and economic development, which mostly are: obvious resource restriction, prominent conflict in supply and demand; energy technology was still behindhand, energy efficiency was evidently on the low side; energy structure was still irrational, carrying pressure of environment was relatively great; petroleum reserve system was in distemperedness, and there was hidden troubles in safe production; energy system reform was still not in place and the laws and regulations needed improving.

    Ma Kai indicated that at present and some period from now on, attention must be given to six aspects: 1) saving dominance based on efficiency; 2) based on domestic, diversified development. To develop coal in order, actively develop electric power, speed up the development of petroleum and natural gas and vigorously develop new energy and renewable energy; 3) to guarantee safety and protect the environment. To deal with gas control, reorganization and closing down for coal mine, add safety investment in multi channels, firmly keep great serious accident within limits. Vigorously develop recycling economy and realize harmonious development between human and nature. 4) External cooperation, to realize mutual benefit. Actively participate development and cooperation for international petroleum and natural gas, and maintain China’s energy safety in an open pattern. 5) Speed up petroleum reserve, do well operation coordination. Give prominence to construction for the first and second phase of petroleum reserve base project and connection of supply and demand for coal, petroleum and electricity transportation. 6) To deepen system reform, strengthen legal system construction.
